POLICY, ADVISORY + THOUGHT LEADERSHIP

Effective change begins with ideas that move people and policies that serve them. Through advisory services, research, public speaking, and strategic partnerships, The Nascent Group helps governments, institutions, nonprofit organizations, developers, and community leaders navigate complex challenges at the intersection of community, development, culture, and economic opportunity.

Our advisory work focuses on how places grow, how investments create value, and how policy can be leveraged to strengthen communities. We support clients through development strategy, economic development planning, public-private partnerships, governance and stakeholder alignment, community investment frameworks, workforce ecosystems, tourism development, and equitable growth initiatives.

We help clients understand how policy, funding, politics, market conditions, and community priorities influence project outcomes. By bridging research, lived experience, and implementation, we help organizations make informed decisions that lead to measurable impact and long-term resilience.

Led by Founder and Principal Cecilia Cuff, our thought leadership practice extends beyond individual projects through keynote presentations, panel discussions, university lectures, workshops, publications, and civic engagement. Drawing from decades of experience in development, hospitality, entrepreneurship, and community building, we help shape conversations about the future of cities, neighborhoods, culture, and economic mobility.

We believe the most impactful ideas are those that move beyond discussion and become catalysts for action.
